The Ministry of Housing and Urban-Rural Development issued the “13th Five-Year Plan for Building Energy Efficiency and Green Building Development”, aiming to build an energy-efficient, low-carbon, green-eco, and intensive building energy system.

 

According to the "Planning", on the basis of the leap-forward development of green buildings in the past five years, during the "13th Five-Year Plan" period, China will further strengthen the promotion of green and energy-efficient buildings. The main tasks include: speeding up the improvement of building energy-saving standards and implementation quality, and comprehensively promoting The development of green buildings has increased in quantity, steadily improved the energy conservation level of existing buildings, deepened the application of renewable energy buildings, and actively promoted energy conservation in rural buildings.

 

By 2020, China will realize that the energy efficiency level of new urban construction will increase by 20% compared with 2015, the proportion of green building area in urban new construction will exceed 50%, and the proportion of green building materials application will exceed 40%. The energy-saving renovation area of ​​existing residential buildings has been completed over 500 million square meters, and the energy-saving renovation of public buildings has reached 100 million square meters. The proportion of energy-efficient buildings in existing urban residential buildings has exceeded 60%. The energy-saving of rural buildings in economically developed areas and key development areas has made breakthroughs, and the proportion of energy-saving measures adopted has exceeded 10%.

 

It is worth noting that the "Planning" also proposes to actively carry out support policy innovations in finance, taxation, finance, land, planning, and industry. All localities should adapt to the use of innovative financial funds according to local conditions, amplify the use of funds, and fully mobilize the enthusiasm of social capital participation. Guide the use of government and social capital cooperation (PPP) models, franchising and other means to invest in and operate building energy efficiency and green building projects.
